The area marked in red is what can be built to 60 feet high under the existing height limits. (Not included in the limits are non-habitable spaces, architectural elements, such as towers, and so forth, making the building seem even higher.) It does include most of El Pueblo Viejo which is outlined, although hard to see on this City Planning Division map.
